Providing for a report on artificial intelligence in the workforce; and imposing duties on the Department of Labor and Industry and Department of Community and Economic Development.
Pennsylvania House Bill 2705 (the "Artificial Intelligence Workforce Impact Act") has not been enacted. It was referred to the House Labor and Industry Committee on July 16, 2026. If enacted, it would direct the Department of Labor and Industry, in consultation with the Department of Community and Economic Development and the Office of Administration, to study AI's future impact on the Commonwealth's workforce. The department would submit a final report to the General Assembly within 18 months of the effective date of section 4(a). Under section 4(b), the report would have to: identify the workforce data needed to analyze AI's impact and how much of it is privately held; identify industries and occupations projected to grow most in AI use and whether AI is likely to enhance or replace workers; identify opportunities for stakeholders to influence AI's impact; analyze which demographics gain opportunities and which are most vulnerable to displacement; analyze the skills and education needed over the next two decades, including computer science literacy; identify ways to deliver those skills; identify leading industry and higher-education institutions; identify resources that schools and colleges need; and make recommendations to reduce worker displacement, expand access to private workforce data, reskill vulnerable groups, encourage low-cost open sharing of skill credentials, and reach rural and underserved workers. Section 4(c) requires the Secretaries of Labor and Industry and of Community and Economic Development to collaborate through public meetings, roundtables or other methods with school entities, higher education institutions, workforce-training organizations, public- and private-sector labor organizations and business and industry stakeholders. They may also consult federal and Commonwealth agencies at their discretion. Section 3 defines "artificial intelligence," "generative artificial intelligence," and "synthetic content." Under section 5 the act expires when the report is transmitted. Under section 6 it takes effect in 60 days.
