House Resolution 653 (Pennsylvania, 2026) has not been enacted. It was referred to the House Labor and Industry Committee on October 9, 2026. If adopted, the House would direct the Joint State Government Commission to study and report on the data needed to evaluate how artificial intelligence affects the workforce. The study would cover five topics: (1) the impact AI may have on the Commonwealth's workforce and job market; (2) the additional data needed to evaluate that impact; (3) the effect of job market changes on the General Fund and the cost of social services; (4) the data other states and the Federal Government are collecting; and (5) the data other countries are collecting. The Commission would report its findings to the Senate and House of Representatives no later than one year after adoption. The report would go to the chairperson and minority chairperson of the Communications and Technology Committee and of the Labor and Industry Committee in both the Senate and the House. The preamble cites statistics on AI in hiring, including concerns about gender and racial bias, on AI use at work, and on worker concerns about job displacement. It also notes a Yale Budget Lab finding that, as of May 2026, there is no evidence of AI disrupting the US labor market. The resolution creates no regulations or mandates on employers.
