Providing for a report on artificial intelligence in the workforce; and imposing duties on the Department of Labor and Industry and Department of Community and Economic Development.
Pennsylvania Senate Bill 293 (Printer's No. 1269, as amended in the Labor and Industry Committee) is the proposed "Artificial Intelligence Workforce Impact Act" (Section 1). It has not been enacted: it was reported as amended on Oct. 22, 2025, and laid on the table on Feb. 2, 2026. If enacted, it would require a study and report on how AI will affect Pennsylvania's workforce. Section 4(a) has the Secretary of Labor and Industry, in consultation with the Department of Community and Economic Development and the Office of Administration, conduct the study and report to the General Assembly within 18 months of the effective date. (The amended text strikes "one year" and inserts "18 months".) Section 4(b) requires the report to cover: workforce data needed to analyze AI's impact, including how much is privately owned and stored; industries and occupations projected to see the most AI growth, and whether AI is likely to enhance or replace workers; opportunities for workers, educators, higher education and the legislature to influence AI's impact; demographics that stand to gain or are most vulnerable to displacement; skills and education needed over the next two decades, including computer science literacy; ways to deliver those skills; leading industry and higher-education institutions; and the resources school entities and higher education need. It must also recommend ways to reduce displacement, expand access to privately held workforce data, reskill affected groups, encourage low-cost open-source credentials, keep core competencies updated, and reach vulnerable, rural and underserved workers. Section 4(c) requires collaboration through public meetings, roundtables or other methods with school entities, higher education, workforce-training groups, public- and private-sector labor organizations and business stakeholders. Federal and Commonwealth agencies may be included at the secretaries' discretion. Section 3 defines "artificial intelligence" (the amended version covers generative AI), "synthetic content," "school entity," and "institutions of higher education." Section 5 provides that the act expires when the report is transmitted. Section 6 sets an effective date 60 days after enactment.
