Tennessee Public Chapter No. 1066 (Senate Bill No. 1493, substituted for House Bill No. 1455) is law. Under Section 1, it directs the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) to study artificial intelligence and produce a report. The study must (1) identify and assess AI risks, including child safety, death or bodily injury, and significant property damage or loss; (2) explore ways to mitigate those risks; (3) review national and international standards and industry-consensus best practices; (4) explore ways to regulate or prohibit AI from giving dangerous prompts, such as encouraging suicide or violent crime; (5) identify the risks of AI chatbots acting as if human and providing emotional support, mental health care, or health care; and (6) explore other topics related to safe AI use. TACIR must submit the report to the governor, the speaker of the senate, and the speaker of the house of representatives no later than January 31, 2027. Under Section 2, the act took effect upon becoming law. The act imposes no direct regulatory requirements on AI developers or users.
