This Tennessee bill (HB 933 / SB 814) has not been enacted. It was introduced, recommended for passage with amendments by the Senate Education Committee (9-0), and then re-referred to the Senate Calendar Committee. If enacted, it would add a new section to Tennessee Code Annotated, Title 49, Chapter 1, Part 1. The section would require the Department of Education to run a three-year pilot grant program, starting with the 2025-2026 school year. Grants would help eligible local education agencies (LEAs) buy artificial intelligence weapons detection systems for each school that lacks one. An eligible LEA, excluding the Achievement School District, must meet two tests. It must have ten or more schools that were identified as priority schools or among the bottom 10% of schools in 2015, 2017, 2018 and 2021. It must also have experienced a loss of student life from gun violence on school grounds in the 2024-2025 school year. Each system must be able to identify weapons, including knives and firearms, on school grounds and immediately notify law enforcement and school administration. Grants are subject to appropriations. The department sets grant amounts but must disburse 100% of each year's appropriated funds to eligible LEAs. If all of an LEA's schools already have a system, remaining funds may go to other department-approved school security purchases, projects, or measures. By July 31, 2026, and each July 31 after that, the department must report to the General Assembly on the number of schools that received grants, the number of systems purchased, and the number of schools still without a system. The section would be repealed on July 31, 2028, and the act would take effect upon becoming law.
