Virginia House Bill 1250 (2026 Session) directs the Office of the Attorney General to establish a Technology Governance and Coordination Program (the Program) to support the Commonwealth's response to emergent technologies, including artificial intelligence, algorithmic systems, biometric systems, and automated decision-making tools (§ 1). The Program would serve as a centralized coordination point for consumer protection, interagency communication, intake and triage of technology-related harms, and compliance support, including under the Consumer Data Protection Act (§ 59.1-575 et seq.) (§ 2). The Attorney General would coordinate with agencies such as the Virginia Information Technologies Agency, the Office of Data Governance and Analytics, the State Corporation Commission, the Department of Professional and Occupational Regulation, the Department of Social Services, and the Virginia State Police, establishing referral pathways and identifying risks for enforcement or legislative action (§ 3). A public complaint intake mechanism would be maintained to categorize and route technology-related complaints (§ 4). Beginning December 1, 2026, and annually thereafter, the Attorney General must submit a report to the Joint Commission on Technology and Science covering complaint activity, enforcement referrals, interagency coordination, emerging trends, and legislative recommendations (§ 5). The Program does not create independent regulatory authority over emergent technologies and may not conflict with federal law (§ 6). If a Technology Enforcement Unit is funded within the Attorney General's office, the Program would serve as its foundational structure (§ 7). Implementation is to occur within existing appropriations, though private or federal funding may be sought (§ 8). The act sunsets on July 1, 2029 (§ 9).
