Higher educational institutions; JLARC to study artificial intelligence use policies.
House Joint Resolution No. 32 (2026), agreed to by the House on February 11, 2026 and the Senate on March 3, 2026, directs the Joint Legislative Audit and Review Commission (JLARC) to study artificial intelligence use policies at Virginia's institutions of higher education. JLARC must survey AI use policies that institutions have adopted or are considering, including policies that apply to only part of an institution. It must evaluate each policy on five points: academic integrity, data privacy, equity and access, transparency, and faculty autonomy and instructional agency. JLARC must also develop a model AI use policy for higher education institutions. It must recommend AI tools, curricula, and other resources for a statewide clearinghouse serving educators, students, and the public. The State Council of Higher Education for Virginia, the Virginia Community College System, and the Virginia Information Technologies Agency provide technical assistance, and all state agencies must help on request. JLARC must finish its meetings by November 30, 2027. The chair must submit an executive summary of findings and recommendations to the Division of Legislative Automated Systems by the first day of the 2028 Regular Session. The summary must state whether JLARC intends to submit a full report for publication as a House or Senate document. The resolution is a study directive and does not impose requirements on institutions.
