Biometric data and license plate readers-regulation.
This Wyoming bill prohibits governmental entities from using biometric data to identify or verify a person's identity, using geolocation data to track the location of a person or motor vehicle, and using automatic license plate reader (ALPR) systems to identify vehicles or collect highway fees. It also bars governmental entities from contracting with third-party vendors to perform these same functions. Governmental entities are required to adopt internal policies consistent with these prohibitions. The bill provides specified exceptions to these restrictions, creates a civil cause of action for violations, amends the Wyoming Governmental Claims Act to reflect these new liabilities, defines relevant terms, and makes conforming amendments to existing law. The bill specifies its applicability and includes an effective date.
